Bureacracy in Dasara

A pleasing theme shot depicting Mysorean hospitality.

Editor/publisher Mr Suresh Yerapathi, of In & Around Mysore (fortnightly for free distribution) put us wise on the launch of two websites on the same theme - Dasara-2006. With the same contact person - Dasara Spl. Officer, MCC - and identical e-mail ID - comm_mcc@yahoo.co.in.

Our municipal corporation must have had a legitimate reason for this web duplication. Let us let that pass. I found the two sites supplementing each other in providing information. For instance, I was looking for info. on Dasara sub-committees. Mysoredasara.com gives us details of officers manning six sub-committees. I checked out Mysoredasara.info., only to discover there were nine other sub-committees.

Now I know why our municipal body was thoughtful enough to sponsor two Dasara sites. Critics might say that there would have been no need for ‘D dot info’, if the ‘dot com’ were to give information on all the 15 Dasara sub-committees.

Those helming these committees are all officials The official sites give the names of president, member-secretary and joint secretaries of each sub-committee. The panels may have non-official members. Apparently, they are not important enough to be listed on websites.

To get an idea of the bureaucratic hold on the conduct of Dasara festival one has only to go through the list of heads of sub-committees. The panel on tourism is headed by the conservator of forests; the panel on cultural floats, by the zila panchayat deputy secretary; sports & wrestling, by excise dept. deputy commissioner; publicity, by a municipal corporation revenue officer; and yuva dasara, by district watershed officer. It is the same story with other panels.

So much for bureaucracy in Mysore Dasara. I thought they wanted to promote participation by the public and the corporate sector.

The post-independent India has taken the term 'bureaucracy' to its dizzy heights. I remember that I once served in panel of volunteers in Mysore which had local government officials of every shade outnumbering the volunteer panel members, and this panel mooted by us was not allowed to get off the ground until we were made to agree that a middle-to- high ranking lower government official would chair it. This panel was not as onerous as the one you refer for Dasara. The panel chair insisted that we need to have an annual photograph showing the panel members and as you have guessed these officials were seated at the front and the volunteers who worked hard for many years to get the volunteer force off the ground were all pushed back in a standing position. The chair even demanded that a garland to adorn his neck as a totem of appreciation of the panel members.

Wither Dasara or any other volunteer enteprise without officials!
' Bureaucrasy, thy name is India!'

Festival committees set up, but they have little work: After internal dissension and lobbying, the jumbo list of 649 members for 13 sub-committees for Dasara festivities have been approved and released. However, with most of the work associated with the festivities having been initiated and completed by officials, the responsibilities and function of these members are expected to be only ceremonial..Read the full story n The Hindu

I was just checking both the sites of Dasara .com and .info i.e mysoredasara.com and mysoredasara.info.  Subcommittees listing is equal in both the sites.  info is restricted to only same old fashioned details but the other one has been to the mark of technology front it has given the mobile phone downloads and also a video file has been updated i have just checked on .com good jumbo savari video is being present.  Gold card booking / registeration was made online and also Yoga Registeration form, NRI contents on the pictures so many new additions on with atleast 50 odd pictures on the procession and also the torchlight parade.  May be corporation wants to waste money in getting both the sites updated by paying huge money.  It is wise to have a single site either of the two.  Dasara programs went on well also with lot of foreigners happy.  Thanks to the admininistration and also better if they have only one website providing information, if there is any manual work then we can think of putting people more but this is all automated one, will any website go down .com or .info?
